Special Project Officer (SPO)

One of the reputed Client of SSPL in renowed Non- Government Organizsatins requires Special Project Officer.
 
JOB PURPOSE
Special Project Officer (SPO) will lead the overall management and supervision of the implementation of special projects in concerned district ensuring effective implementation of the project making a major contribution to the development and articulation of organisation’s vision, mission and goals.
 
ESSENTIAL FUNCTIONS AND BASIC DUTIES
1. Planning, Implementing, Monitoring and Reporting of the Project
a. Prepare annual, quarterly and monthly plans for effective execution of the special project activities as stipulated in the project document which include, but is not limited to:
i. Identification of projects, it’s target groups and community moblization in close coordination with implementing partner and Financial Institution/s
ii. Provide technical assistance to implementing partner to conduct baseline, mid-term and end-line surveys
iii. Liaise with the PM to identify local resource persons for training
iv. Develop training calendar for in coordination with implementing partner, community institutions and local communities
v. Provide technical assistance to partners to develop business plans of target clients including individual and/or group enterprises business plans
vi. Monitor the quality and content of all training activities implemented by the project
vii. Coordination with national and local bodies for project implementation
b. Ensure effective implementation of approved and planned activities and strategies at the project districts on time for the target project and it’s beneficiaries
c. Develop and prepare monitoring plans with implementing partner, regularly monitor and review the field activities in each project site to ensure that activities are in line with achieving expected outputs
d. Prepare and submit field visit reports, monthly, quarterly project review reports, and technical progress reports to PM to fulfill the organisation’s internal and donor requirements
e. Any other planning, implementing, monitoring and reporting functions as required.

2. Mobilization and Management of the Resources
a. Appraise human, financial and material resources of the project and assess the resource needs for the project
b. Extend management support to mobilize the administration, finance and human resources of the special project
c. Manage and mobilize available resources effectively within the project budget limit for achieving optimum results desired, by allocating and distributing across the project sites and partner/s to conduct project activities in line with project document
d. Liaise with a wide range of stakeholders and actively seek external resources where possible to synergize with project activities

3. Project Coordination and Communication
a. Develop effective coordination mechanism with the implementing partner for regular monitoring, quality assurances of project outputs
b. Coordinate with national level partners, district level partners, district local governments, line agencies, communities, project beneficiaries, private sector service agents and suppliers, consultants, and other stakeholders at project level for effective delivery of project activities
c. Communicate the project related information regularly to the PM and external stakeholders as and when required
d. Travel frequently to project sites and mobilize partner organizations as envisioned in the project document

4. Monitoring and Evaluation role
a. Assist the M&E Manager for data management, collection, validation and reporting
b. Adhere to and observe the agreements with partner organizations and The Trust’s internal procedures in all financial, human and administrative management
c. Assist in coordinating and formulating baseline and end line data targets and indicators as and when needed
d. Assist with any other monitoring and evaluation functions as required.
Requirements:
 
QUALIFICATIONS
EDUACTION & EXPERIENCE:
§ Minimum Bachelor in Management (Masters Preferred) or equivalent degree with Humanities/Social Science/Business or a related field.
§ At least Three (3) years for Bachelor degree or two (2) years for Master’s degree of work experience in Project/Program management.
§ Working experience as a Community Mobilization and project implementation in rural/remote area is desirable.
OTHER SKILLS/ABILITIES:
§ Must have good attitude and have ability to handle pressure.
§ Hard working, Self-motivated, having learning attitude and highly mobile.
§ Good command in written and spoken English and Nepali language.
§ Should be willing to travel the project/remote area frequently on a short notice.
CONTRACT PERIOD: Twenty-four (24) months (possibility of extension)

POSITION BASED: Project Office, Chakupat-10, Lalitpur (Reporting Base) with frequent travel to project implementing districts.
